Genetic results are usually not returned to research participants in Uganda despite their increased demand. We report on researchers’ perceptions and experiences of return of individual genetic research results. The study involved 15 in-depth interviews of investigators involved in genetics and/or genomic research. A thematic approach was used to interpret the results. The four themes that emerged from the data were the need for return of individual results including incidental findings, community engagement and the consenting process, implications and challenges to (...) return of individual results. While researchers are willing to return clinically significant genetic results to research participants, they remain unsure of how this should be implemented. Suggestions to aid implementation of return of results included reconsenting of participants before receiving individual genetic results and increasing access to genetic counseling services. Community engagement to determine community perceptions and individual preferences for the return of results, and also prepare participants to safely receive results emerged as another way to support return of results. Researchers have a positive attitude toward the return of clinically significant genetic results to research participants. There is need to develop national guidance on genetic research and also build capacity for clinical genetics and genetic counseling. (shrink)

This study aimed to explore stakeholders’ perspectives on the ethical considerations for returning individual pharmacogenomics research results to people living with HIV. A qualitative approach to investigation involved five focus group discussions with 30 Community representatives, 12 key informant interviews with researchers, and 12 in-depth interviews with research ethics committee members. In total, 54 stakeholders who were involved in pharmacogenomics research and HIV treatment and care contributed to the data collection between September 2021 and February 2022. The study explored five (...) prominent themes: (i) defining the nature of research results to return to participants; (ii) preparing research participants to receive their results; (iii) obtaining informed consent for the return of results; (iv) opinions on health personnel to return the results to participants; and (v) opinions on how research results should be communicated to participants. Respondents identified various strategies for the return of individual results with minimal ethical risks including the setting up of a diverse and independent committee to undertake a risk-benefit assessment based on local context; ongoing discussions about the possible kinds of results and their implications throughout the study; and employing genetic counsellors to communicate results to participants. Informed consent in medical practice is essential and a global standard that should be sought at all the times doctors interact with patients. Its intensity would vary depending on the invasiveness and risks associated with the anticipated treatment. To our knowledge there has not been any systematic review of consent practices to document best practices and identify areas that need improvement in our setting. Ian Normile begins this study from the premise that critical thinking is often conceptualized and practiced in problematically narrow and instrumentalized ways. Following Ronald Barnett, he suggests that the idea of critical being can help expand the theory and practice of critical thinking to better meet the needs of education and society. Essential to this effort is greater consideration of how critical thinking articulates with other aspects of being. Normile uses two examples of “non-critical” experiences that he argues can help (...) critical thinking expand into critical being. First, he explores the emotive power of wonder as a source of inspiration and emotional education, and as an essential aspect of critical thinking. He then argues that curiosity, wonder, contemplation, and critical thinking are complementary aspects of critical being. The second example is the Chinese concept of wu-wei, a form of efficacious non-critical action. Normile argues that inevitable breakdowns in wu-wei provide opportunities for critical reflection while the unlearning common to both wonder and wu-wei facilitates receptivity to new perspectives and possibilities beyond the boundaries of the familiar; in this state, one is capable of facilitating the metacritique that is essential to truly transformative critical thinking. Normile concludes with some brief thoughts on implications for practice as a starting point for further inquiry. (shrink)

Paul Levi was leader of the German Communist Party in the vital years 1919 and 1920; he was subsequently expelled for his opposition to the adventurist March Action in 1921. Three recent books cast new light on this complex figure: David Fernbach’s selection of his writings, Frédéric Cyr’s biography and Paul Frölich’s memoirs. Levi was a man of great talent and courage, but his leadership style was defective; he was neither Leninist nor Luxemburgist, and his greatest weakness was his inability (...) to relate to ultra-leftism. Spontaneous mutations that perturb myelination occur in a range of species including man, and together with engineered mutations have been used to study disease, normal myelination and axon/glial inter‐relationships. Only a minority of the currently defined mutations have an apparently simple pathogenesis due to lack of a functional protein. Mutations in the myelin basic protein gene lead to a lack of protein, resulting in changes in the structure of myelin, which can be rescued by transgenic complementation. The pathogenesis of autosomal (...) dominant and X‐linked mutations affecting either oligodendrocytes or Schwann cells is more complex. Point mutations may act in a dominant negative manner and gene dosage is clearly linked to phenotypic change. Mutations in regulatory genes, such as those encoding transcription factors, can also disturb myelination by selected cell types. Other less‐well studied and unexpected consequences of myelin mutations, such as seizures in mutations affecting genes expressed in Schwann cells and axonal changes associated with dysmyelination, are also considered. With the major developments in gene mapping and cloning it is now relevant to study mutations in a variety of species with the real prospect of defining their molecular basis. Examples are given of unusual, but potentially useful, uncharacterised mutations in dog and bovine. (shrink)

In 1871 the travel writer and anthropologist W. Winwood Reade (1838–1875) was inspired by his correspondence with Darwin to turn his narrow ethnological research on West African tribes into the broadest history imaginable, one that would show Darwin's great principle of natural selection at work throughout the evolutionary history of humanity, stretching back to the origins of the universe itself. But when Martyrdom of Man was published in 1872, Reade confessed that Darwin would not likely find him a very good (...) Darwinian, as he was unable to show that natural selection was anything more than a secondary law that arranges all details. When it came to historicising humans within the sweeping history of all creation, Reade argued that the primary law was that of development, a less contentious theory of human evolution that was better suited to Reade's progressive and teleological history of life. By focussing on the extensive correspondence between Reade and Darwin, this paper reconstructs the attempt to make an explicitly Darwinian evolutionary epic in order to shed light on the moral and aesthetic demands that worked to give shape to Victorian efforts to historicise humans within a vastly expanding timeframe. -/- . This essay examines the working relationship between Charles Darwin and the Edinburgh gardener John Scott that developed in the wake of the publishing of the Origin of Species (1859). As the essay shows, Darwin sought to utilize Scott’s horticultural knowledge and experimental expertise in order to provide some of the specialized botanical evidence that the Origin was not intended to provide. Scott, meanwhile, sought to use Darwin’s patronage and tutelage in order to overcome his modest status as a gardener while (...) making contributions to scientific knowledge. And for an intense two-year period (1862–4), Darwin and Scott’s relationship was productive and mutually beneficial: not only did Scott’s work supplement Darwin’s ongoing botanical research on sexual development and fertility, but also his Primula experiments appeared to provide ‘physiological’ evidence of speciation via selective breeding. What the essay argues, however, is that there were limits to what Scott was able to achieve due in part to his social standing and perceived character that ultimately cast a shadow over his findings. Guyton B. Hammond proposes in this book that the concept is valid, but that for its utopian possibilities to be recovered it must be revised.

In thePeristephanon, a collection of hymns in praise of the Christian martyrs, the Spanish poet Aurelius Prudentius Clemens refers back to a time more than a hundred years before he was writing, when Christianity was not the predominant influence in the Roman world but the religion of a beleaguered minority. In the course of Prudentius' lifetime, the trials that were suffered by that minority under emperors such as Decius and Diocletian became an important point of reference for increasing numbers of (...) Roman converts seeking to identify with Christianity and its sectarian past. At the time, however, those trials were recorded in only meagre written accounts. Prudentius, whose successful administrative career might have culminated in elevation to a senior position in the imperialscrinia, displays particular interest in the extent of the official archival material in thePeristephanon. In a number of passages in this work, he comments on the fragility of historical documents, which are easily destroyed by acts of malice or the effects of time. The following discussion will examine the ways in which he reflects on the permanence, or otherwise, of his own written texts. Analysis of his imitation of elegiac verse inscriptions will demonstrate how he draws attention to the inadequacy of even the most monumental types of human writing. But I will argue that, by identifying his poems with the martyrs' perishable bodies, Prudentius claims that they too can be a medium for a divine presence not confined to any perishable physical form. O DIREITO ENTRE O ESTADO E O ESTADO DE DIREITO: REVISITANDO A TEORIA DO DIREITO E DO ESTADO DE LEÓN DUGUIT.

This is a copy of my DPhil thesis, the abstract for which is as follows: The first third of this thesis argues for a B-theoretic conception of time according to which all times exist equally and the present is in no way privileged. I distinguish "ontological" A-theories from "non-ontological" ones, arguing that the latter are experientially unmotivated and barely coherent. With regard to the former, I focus mainly on presentism. After some remarks on how to formulate this (and eternalism) non-trivially, (...) I review the non-relativistic case against presentism. I then consider the impact of Special Relativity on the debate, and attempt to deepen this impact by supplying a modal variation on the standard arguments. The middle third of the thesis investigates persistence, contending that both endurance and perdurance are consonant with the eternalism already endorsed. After introducing these theories of persistence, and discussing in particular how best to formulate an eternalist endurance, I proceed to defend the coherence of this combination. The Problem of Change is addressed here. I then respond in some detail to recent allegations of relativistic threats to endurance. The final third of the thesis questions the validity of the endurantist-perdurantist dispute. I criticize two recently proposed translation schemes that aim to show this dispute to be non-substantive. However, the second scheme suggests a doctrine of "Ontological Equivalence" which I develop and consider. I then address the Rotating Discs Argument, using this to launch a discussion of identity, genidentity, and the relationship between them. (shrink)

Waters, Ian The Australian hierarchy was established by Pope Gregory XVI in 1842. Since then, there have been six national Catholic councils held in Australia. The first two, celebrated in 1844 and 1869, are known as the First Provincial Council of Australia and the Second Provincial Council of Australia, as until 1874 the Australian dioceses were all in the one ecclesiastical province with Sydney being the sole metropolitan see. In 1874, a second province - Melbourne - was established, and the (...) national councils since then - four of them, celebrated in 1885, 1895, 1905 and 1937 - have been called plenary councils, the term used in the Catholic Church in recent centuries for councils whose participants are from more than one ecclesiastical province; in the past, terms such as regional councils or national councils have been used. In _History 4° Celsius_ Ian Baucom continues his inquiries into the place of the Black Atlantic in the making of the modern and postmodern world. Putting black studies into conversation with climate change, Baucom outlines how the ongoing concerns of critical race, diaspora, and postcolonial studies are crucial to understanding the Anthropocene. He draws on materialist and postmaterialist thought, Sartre, and the science of climate change to trace the ways in which evolving political, cultural, and natural history converge to shape (...) a globally destructive force. Identifying the quest for limitless financial gain as the primary driving force behind both the slave trade and the continuing increase in global greenhouse gas emissions, Baucom demonstrates that climate change and the conditions of the Black Atlantic, colonialism, and the postcolony are fundamentally entwined. In so doing, he argues for the necessity of establishing a method of critical exchange between climate science, black studies, and the surrounding theoretical inquiries of humanism and posthumanism. Approaches to environmental verification, broadly defined, including varieties of certification and testing, is always intended to change production processes, and cause structural changes. However, sometimes these approaches can differ substantially—based on values and objectives—and thus structure farming processes in varied ways. They can also affect nature-society relations, by determining what differences matter, emphasizing ways of assessing standards that are deemed important, and deciding whether those standards have been met. Here, I compare two types of environmental verification systems for organic and (...) “safe” or “clean” rice, one in northeastern Thailand and the other in southern Laos. The approach used in northeastern Thailand is designed predominantly to gain access to Europe and the United States markets, and is dependent on regular and detailed farm documentation, inspections, and interviews. The other is more of a residue testing and marketing system, one that also has important environmental implications and is being applied for rice from southern Laos. I call the first process-based verification, and the second product-based verification. It is contended here that we need to consider how environmental verification in different forms variously structures production systems, although there are also other important factors, such as China-Laos relations. Crucially, these practices variously affect cultivation and production practices, and thus have important environmental implications, whether fully intended or not. (shrink)

I advance arguments in favour of PKF as an articulation of a central sense of the predicate ‘true’, and show how it illuminates the relationship between that sense and the ‘external’ notion of truth found in such claims as ‘An utterance of the Liar Sentence does not say anything, and so is not true’.
